Why Australia Still Needs Paper Maps in 2026

Australia does not need paper maps because digital mapping has failed. It needs them because digital mapping has succeeded so completely that much of the country now depends on systems few people can independently verify—and fewer can work without.

Australia has never been better mapped.
Our phones can calculate routes in seconds. Emergency managers can combine live fire perimeters, flood extents, road closures and population data. Farmers can guide machinery to centimetre accuracy. Ships, aircraft, surveyors, mining fleets and delivery networks operate with a level of positional precision that would have appeared extraordinary a generation ago.
This is a national strength.
It is also a national dependency.
A modern digital map is rarely one self-contained object. It is the visible end of a chain that may include satellites, telecommunications, electricity, cloud infrastructure, software, licensing, data feeds, positioning corrections, a functioning device and an operator who knows when the result cannot be trusted.
Most of the time, that chain works brilliantly.
National resilience begins with the moments when it does not.
The case for paper maps in 2026 is therefore not a romantic argument about folding maps replacing smartphones. Nor is it a claim that paper is always more accurate, more current or more useful.
It is a much narrower—and much stronger—argument:
Australia should retain a physical mapping layer because resilient systems need sources of geographic knowledge that fail differently.
A paper map does not need a mobile tower, a login, a software update, a location sensor or a battery. It can show a whole region at once. It can sit on the table between several people. It can preserve an agreed operating picture. It can be annotated, handed over, archived and read by anyone with the necessary map skills.
It cannot show a live fire front. It cannot know that a bridge washed out this morning. It cannot replace satellite timing, a survey-grade position, an approved aircraft navigation system or a current electronic chart.
That is precisely the point.
Paper is not a complete alternative to digital mapping. It is an independent layer with different strengths and different weaknesses.
After more than 25 years in the map industry, I have watched dedicated GPS devices rise, smartphones take over everyday navigation and government mapping become increasingly digital. I have also watched Australians continue to buy road atlases, topographic sheets, nautical charts and wall maps—not because they have rejected technology, but because they still need overview, context, permanence and independence.

Paper maps are not the opposite of digital mapping. They are an independent physical layer within a broader national system of positioning, live data, communications and human judgement.

preserving an edition or operational snapshot;

encouraging the user to understand the whole geography.
A paper map is not a slow navigation app.
A navigation app is not a paper map with a moving dot.
They are different interfaces for different decisions.
The strongest contemporary system combines:

live digital information for change;
-
authoritative geospatial data for accuracy;
-
satellite, terrestrial and inertial systems for position;
-
physical maps for overview and independent access;
-
people capable of judging all four.

2. A Digital Map Is a Chain of Dependencies
When a folded road map is open on a table, most of the system required to read it is visible.
There is the sheet, the printed information and the person interpreting it.
When a digital map appears on a screen, much of the system is somewhere else.
Depending on the application, it may rely on:

The fact that these components are usually reliable can conceal how many of them exist.

Australia’s Department of Infrastructure warns that communications networks can go down quickly in emergencies and natural disasters. Telecommunications infrastructure can lose power, networks may become overloaded and services may remain unavailable even when an individual still has a charged phone.
The resilience lesson is not that communications are unreliable.
It is that essential decisions should not assume that every supporting layer will always remain available at the same time.
3. Resilience Requires Systems That Fail Differently
Redundancy is often mistaken for duplication.
Two phones running the same map platform are useful if one phone breaks. They may offer little protection if both depend on the same network, cloud service, software defect or satellite signals.
Two GPS receivers can protect against a dead battery or damaged screen. They may both fail in the same radio-frequency interference.
Two digital copies stored behind the same login are still dependent on that login.
Real resilience comes from diversity.
It asks whether the backup:

uses different infrastructure;
-
has a different power requirement;
-
can be accessed through a different path;
-
presents information in a different way;
-
can be operated by available staff;
-
remains useful for long enough to support a safe decision.
Paper maps meet this test because they are technologically simple.
Their failure modes are physical:
Those are real weaknesses, but they are not the same weaknesses as a digital platform.
The strategic value of paper is not that it cannot fail. It is that it does not fail for all the same reasons.
This is why paper mapping belongs in the same conversation as backup power, offline data, alternative communications, manual procedures and staff training.
It is a low-complexity geographic fallback.
4. The Wider Picture Is an Operational Capability
The most underestimated quality of a paper map is not independence from batteries.
It is overview.
On a small screen, the user usually chooses between detail and context. Zoom in and the street names appear, but the wider route disappears. Zoom out and the route becomes visible, but local detail is removed or simplified.
A large paper map allows several relationships to remain visible at once:

the primary route and its alternatives;
-
communities on either side of an incident;
-
rivers, ridges, coastlines and access corridors;
-
local government and administrative boundaries;
-
fuel, shelter, medical and logistics locations;
-
the distance between an event and available resources;
-
the consequences of closing one road, bridge or port.
That wide view is not merely convenient.
It changes the quality of the decision.
A route-following system asks: What is the next instruction?
A map allows the user to ask:

Where does this road ultimately lead?
-
What lies on the other side of the range?
-
Which towns will be isolated if this crossing closes?
-
Is the suggested detour suitable for this vehicle?
-
Which communities are outside the visible incident layer?
-
What is the second-best route?
Digital GIS can answer all of these questions, often with more data and precision. But it must be configured, available and used at the right scale.
Paper makes overview the default rather than an optional zoom level.
5. Emergency Management Needs Live Intelligence and a Stable Base
Emergency management is where simplistic arguments about mapping become most dangerous.
During a bushfire, flood, cyclone or hazardous-material incident, current information can save lives. A printed map cannot show a fire perimeter that moved in the last hour or confirm that an evacuation centre has just closed.
Live GIS, warnings, field reports and authoritative agency information must lead.
At the same time, the emergency may damage the very infrastructure used to distribute that information.
The Australian Government advises communities not to rely on a single form of communication during a natural disaster. The NSW SES emergency-plan template goes further: it tells households to map their best evacuation route, consider an alternative, says a paper map may be useful, and lists maps as an emergency-kit item for navigating road closures.
That is the hybrid principle in practical form.
For Households
A useful emergency map can help a household identify:

more than one route away from the property;
-
high ground and flood-prone crossings;
-
local roads beyond the normal commuting route;
-
community centres, evacuation locations and hospitals;
-
nearby towns and alternative destinations;
-
a clear location that can be described by phone or radio.
It should be used with current warnings and local emergency advice—not instead of them.
For Emergency Organisations
The Australian Disaster Resilience Incident Management Handbook describes the Common Operating Picture as analysed information, including maps, used to support decisions. It notes that this picture can be displayed as an actual or virtual “knowledge wall”.
Digital common operating pictures provide near-real-time intelligence and inter-agency sharing. Physical wall maps and printed operational snapshots can add:

a persistent overview when screens change;
-
a surface for briefings and shift handovers;
-
a fallback during local power or network problems;
-
a visible record of assumptions and decisions;
-
access for personnel who do not have a system login;
-
a way to continue discussing geography while technical support is restored.
The printed layer must be dated, controlled and clearly distinguished from live information. A stale map presented as current can be worse than no map at all.

6. Remote Australia Makes Geographic Independence More Valuable
Australia’s distances change the consequences of navigation failure.
In a metropolitan area, a wrong turn may add several minutes. In remote Australia, an unsuitable detour may add hundreds of kilometres, exceed the available fuel range, cross a road that is impassable for the vehicle or remove access to water and communications.
Mobile coverage continues to improve, but remote travel remains shaped by:

long distances between communities;
-
limited alternative roads;
-
seasonal closures;
-
floodways and unsealed surfaces;
-
sparse fuel and mechanical services;
-
areas with little or no terrestrial communications;
-
weather capable of changing access quickly.
The paper map’s value is not that it knows more than a live road authority.
It is that it keeps the surrounding network visible.
A suitable road atlas, regional touring map or topographic sheet can show:

where the route sits within the state or region;
-
which towns and roads connect beyond the screen;
-
river systems and terrain restricting movement;
-
alternative corridors;
-
the scale of a proposed detour;
-
a framework for recording advice received by radio or telephone.
For a remote property, shire crew, community organisation, volunteer brigade, freight operator or travelling family, that overview can be kept in the place where it is needed: the vehicle, office, homestead, visitor centre or operations room.

7. GPS Dependence Strengthens the Case—but Does Not Define It
Satellite navigation is now embedded across the Australian economy.
The Australian Government’s Positioning, Navigation and Timing factsheet describes PNT as vital to critical infrastructure and the broader economy. It warns that relying on a single source creates vulnerability and identifies interference, spoofing, equipment failure and space weather among the risks.
This does not mean a paper map can replace GPS.
It cannot provide:

centimetre-level machine guidance;

a live aircraft or vessel position;
-
automatic fleet tracking;
-
survey-grade coordinates;
-
real-time emergency-resource locations.
What it can provide is a different category of continuity.

The wider principle is simple:
A paper map is not backup satellite positioning. It is backup geographic understanding.
That is valuable even when GPS is working perfectly.
8. Government Mapping Should Be Digital Public Infrastructure—and Printable
The future of Australian government mapping is unquestionably digital.
It should also remain capable of becoming physical.
Digital delivery allows governments to:

update national datasets;
-
publish openly;
-
serve many users at low marginal cost;
-
support spatial analysis;
-
integrate demographic, environmental and infrastructure information;
-
preserve historical editions;
-
create offline files and print-ready outputs.
This is not a contradiction.
It is one of the strongest opportunities for resilience.
In March 2026, Geoscience Australia announced the completion of the nationwide AUSTopo 1:250,000 digital topographic map series. The maps are authoritative, free to download, suitable for offline use and expressly designed to be printed when required.
That delivery model recognises an important fact: the authoritative dataset and the physical map do not have to be competing products.
The digital system can be the source of truth. Printing can be one means of access.
The Digital Atlas of Australia represents the broader move from static government map series to connected national spatial information. That capability should be strengthened.
At the same time, public-interest mapping should retain:

downloadable offline formats;
-
printable layouts at defined scales;
-
edition and revision information;
-
clear legends and data provenance;
-
historical versions;
-
accessibility outside one proprietary platform;
-
licensing that allows practical reuse;
-
national indexes that help users find the correct coverage.
An economic study prepared for the Geospatial Council of Australia estimated that modern geospatial information services made Australian GDP approximately $38.6 billion higher in 2023–24 than it otherwise would have been.
The scale of that estimated benefit confirms that geospatial information is economic infrastructure.
Printable and offline outputs are part of making that infrastructure resilient and broadly usable.

9. A Common Operating Picture Can Be Physical as Well as Virtual
Australia’s critical-infrastructure framework is built around an all-hazards approach: plan, prepare, respond and recover.
The Critical Infrastructure Resilience Strategy reflects lessons from cyber threats, the COVID-19 pandemic, the 2019–20 bushfires and the 2022 floods. Its logic is cross-sectoral because infrastructure systems depend on one another.
Mapping is one of the ways those interdependencies become visible.
A large physical map can show, on one surface:

energy assets and transmission corridors;
-
road, rail, port and airport connections;
-
hospitals and emergency facilities;
-
telecommunications routes and service areas;
-
water catchments and supply infrastructure;
-
communities affected by a common hazard;
-
jurisdictional boundaries;
-
staging, logistics and alternative access.
The live digital system should hold the detailed, current operational data.
The physical map can provide a stable strategic frame.
This matters during:
The map on the wall should never be treated as automatically current. It should carry a date, purpose and owner. Operational annotations should be time-stamped. Superseded snapshots should be removed or archived.
Used with that discipline, the physical common picture can reduce cognitive load and keep the whole problem visible while digital systems supply the changing detail.
A physical map can hold the strategic frame while live systems provide changing operational detail. The value lies in using both deliberately, with clear dates and information control.
10. Geographic Literacy Is a National Resilience Skill
A person who can follow turn-by-turn directions is not necessarily able to navigate.
Navigation requires a mental model of the surrounding geography.
That model includes:
This is not an argument against navigation apps. It is an argument for users who can supervise them.
When a system produces an incorrect destination, unsuitable road or false position, geographic literacy is what allows the person to notice.
The Australian Curriculum recognises “place and space” as a core concept. Students are expected to understand how the characteristics of places are organised through location, distribution and pattern. The current Humanities and Social Sciences curriculum also emphasises interconnections between systems.
Paper maps are effective teaching tools because they keep relationships visible.
A student can:

compare two distances without changing zoom;
-
trace a river from source to coast;
-
see why towns formed along transport corridors;
-
recognise how ranges, deserts and water constrain settlement;
-
compare projections and the choices made by mapmakers;
-
understand that every map has a scale, date, purpose and source.
Digital mapping adds layers, imagery, data analysis and interactive inquiry. A complete geography education needs both.
This matters beyond the classroom.
Australia needs citizens, workers and decision-makers who can interpret spatial information critically. In an emergency, that may mean describing a location. In government, it may mean understanding which communities are absent from a proposed service area. In business, it may mean seeing how a supply-chain route crosses a floodplain. In daily life, it may simply mean recognising that the blue line is taking the wrong road.

Geographic literacy is the ability to understand scale, direction, terrain, pattern and relationships—not simply to follow an instruction generated by a device.
11. Tourism and Regional Development Still Need the Whole Destination
Tourism is often treated as a digital discovery problem.
How does a visitor find an attraction, book a room or follow a route?
The more strategic question is how the visitor understands the destination.
A regional map can reveal:

which towns can be combined into an itinerary;
-
where scenic roads and secondary routes lead;
-
how national parks relate to gateway communities;
-
which places sit outside the main tourism corridor;
-
the distances that determine whether a day trip is realistic;
-
how visitors might be dispersed beyond one crowded attraction.
That wide view has economic consequences.
If a traveller sees only the next recommended stop, smaller communities can remain invisible. If the whole region is visible, another town, route or overnight stay becomes imaginable.
Paper also works at different stages of travel:

before the journey, as a planning surface;
-
during the journey, as overview and backup;
-
after the journey, as a record and keepsake.
For visitor centres and tourism organisations, physical mapping remains accessible to people who do not want to download another app, create an account or learn a new interface. It can be marked during a conversation and handed to the visitor immediately.
The digital platform remains essential for bookings, live opening information, closures and navigation. The physical map gives the destination shape.

12. Specialist Mapping and Print Capacity Are Part of the System
Australia can possess excellent geospatial data and still struggle to turn it into the physical artefact required in a classroom, vehicle, visitor centre or operations room.
Between the dataset and the user sit practical capabilities:

identifying the correct map series and sheet;
-
choosing a scale suitable for the decision;
-
interpreting indexes and coverage;
-
preparing files for large-format output;
-
preserving linework, labels and colour differentiation;
-
printing on suitable paper or waterproof media;
-
laminating maps intended for repeated operational marking;
-
enlarging or combining mapping without making it misleading;
-
supplying specialist charts, atlases and instruments;
-
explaining limitations and currency.
For much of the twentieth century, these services were distributed through government map offices, specialist publishers, survey departments and map shops in major cities.
That network has contracted.
High rents, energy and staffing costs, online retail, declining mass-market categories and succession problems have closed many physical map shops. Some government map series moved entirely online. Specialist knowledge became concentrated in fewer organisations.
Mapworld successfully moved from a national chain of shops to an online and print-on-demand model. That transition preserved a large range of maps, charts, globes, flags, compasses, historical mapping and specialist printing capability.
The national issue is larger than Mapworld.
If Australia wants a physical mapping layer, it must retain the ability to produce and distribute one.
Open data helps. So do current publishers, hydrographic and topographic programs, local printers, specialist retailers, librarians, educators and staff who understand mapping.
Data sovereignty is incomplete without practical access. A map file no one can find, interpret or print at a useful scale is not yet a field capability.

13. Paper Maps Can Create False Confidence Too
It would be irresponsible to discuss paper resilience without discussing paper failure.
A paper map can be:

years out of date;
-
the wrong scale;
-
a tourism illustration mistaken for a navigation map;
-
missing a new road or changed boundary;
-
illegible after poor enlargement;
-
based on a superseded datum;
-
damaged or incomplete;
-
stored somewhere inaccessible;
-
misunderstood by an untrained user.
It also lacks live information.
The map cannot know that:

a fire has crossed the highway;
-
a floodway is rising;
-
a bridge is closed;
-
a marine warning has been issued;
-
a park track has been rerouted;
-
an airport procedure has changed;
-
an evacuation centre is full.
The correct safety principle is therefore not “paper is reliable”.
It is:
Use current official information for change, authoritative mapping for accuracy, an appropriate physical map for overview and independence, and trained judgement to reconcile them.
What Makes a Paper Map Resilience-Ready?
A managed physical map should have:

a defined purpose;
-
the correct area and scale;
-
a known publisher or data source;
-
an edition or production date;
-
a review date;
-
a named owner or custodian;
-
clear storage at the point of need;
-
protection appropriate to the environment;
-
a procedure for recording temporary information;
-
users trained to read it;
-
a clear relationship to the live system;
-
a process for removing superseded copies.
A map placed in a cupboard and forgotten is not resilience.
A map that is exercised, reviewed and integrated into a continuity plan can be.
14. The Minimum Useful Physical Mapping Layer
Not every Australian needs the same map kit.
The correct physical layer depends on the decisions that may have to be made.

16. Where Paper Mapping Is Heading
Paper mapping will not return to its former mass-market role.
Most daily turn-by-turn navigation will remain digital. Government spatial data will become more connected. Artificial intelligence will make geographic questions easier to ask. Satellite positioning will become more accurate. Vehicles and machines will become more automated.
That future does not remove the case for paper.
It makes the role more selective.
The paper map of the future is more likely to be:

chosen for a precise task;

printed from an authoritative digital source;

used beside a screen rather than instead of one;

laminated or printed on durable media for repeated use;

annotated during planning or operations;

purchased by a user who understands exactly why it is needed.
This is a selective renaissance, not a reversal of digitisation.
The same pattern can be seen in hardback books and vinyl records. The physical format survives when the experience, permanence or function is meaningfully different.
Paper maps have another advantage: they can be generated by the digital system itself.
Authoritative government data can become a printed topographic sheet. A GIS can produce a dated incident map. A tourism database can become a regional visitor map. A business can turn its supply-chain analysis into a wall map. Digital production and physical use can form one workflow.
The future is not analogue or digital. It is digital intelligence with physical continuity.
The future physical map is likely to be more purposeful—produced from authoritative digital data, at the required scale, for planning, education, field use, continuity or record.

Are wall maps only decorative?

Paper cannot keep pace with every change.

It cannot replace a national digital mapping agency.

It cannot solve a communications outage.

The paper map’s place in 2026 is therefore neither dominant nor obsolete.
It is strategic.
Australia should continue investing in digital mapping, satellite positioning, live geospatial intelligence, open data and automation. It should also preserve printable government mapping, local production capability, map-reading education, physical common operating pictures and appropriate maps at the point of need.
Paper maps are not a substitute for Australia’s digital geospatial system. They are one way of ensuring that knowledge of place does not disappear with access to that system.
That is not nostalgia.
It is resilience.
